En 1995, La Organización Mundial de la Salud y la Federación Mundial para la Salud Mental, instituyeron esta fecha como Día de la Salud Mental, cuyo propósito es la toma de conciencia acerca de todos los problemas de salud mental y contrarrestar mitos y estigmas sobre este tema.
La OMS, tiene como prioridad la atención y prevención de enfermedades mentales, como, la Esquizofrenia, la Bipolaridad, Celotipia, y enfermedades depresivas que implican un riesgo de suicidio. La Ley de Salud Mental del Estado de Michoacán de Ocampo, en sus artículo 2, define a la salud mental, como un estado de bienestar, que una persona experimenta como resultado de su buen funcionamiento en los aspectos cognoscitivos, afectivos y conductuales.
Sobre este tema, la Diputada, Sandra Luz Valencia, presentó una Iniciativa para adicionar la fracción V, de la Ley de Salud Mental para el Estado de Michoacán a efecto de que la Secretaría de Salud, emita e implemente el Protocolo de Actuación, para la Prevención y Tratamiento de la Conducta Suicida.
En entrevista, la Legisladora Apatzinguense, mencionó, «el suicidio es causado por transtornos mentales, un acto doloroso de alto impacto que afecta a la familia y al entorno familiar del suicida, en México, se considera, como segunda causa de muerte entre la juventud de 15 a 29 años, por ello, la importancia de que el Sector Salud, de manera urgente, emita y publique el Protocolo de Actuación para detectar y prevenir esta conducta, que si se detecta a tiempo, puede ser tratada con éxito».
