- Ante ciudadanos de los diversos sectores de la sociedad michoacana, el legislador dio a conocer reformas y decretos impulsados a favor de los mexicanos.
- “Un honor representar al pueblo y al Distrito 12 de Apatzingán y de legislar para los michoacanos, para darle otro sentido al quehacer de la política en nuestro país”.
MORELIA, MICH., 22 DE SEPTIEMBRE DE 2019.- Al presentar su Primer Informe Legislativo el Diputado Federal por el Distrito 12 con cabecera en Apatzingán Paco Huacus Esquivel, detallo decretos y reformas impulsadas para beneficio del pueblo de México, dentro de las que resaltan cuatro decretos de reforma; una de ellas en la que se incremente de uno hasta diez años posteriores al ejercicio como servidores públicos para proceder a juicios políticos, incluido el presidente de la República.
Una segunda iniciativa de ley es la modificación de los artículos 3 y 5 de la Ley de seguridad Nacional que garantice la seguridad del Jefe del Ejecutivo Federal, así como una propuesta de reforma a la Ley Nacional Agraria que permita la reelección de las autoridades ejidatarias, al menos por un periodo más y una más, que reforma al código Penal que eleva el castigo hasta por 10 años de penalidad a quien dañe Áreas Naturales Protegidas.
De igual forma afirmo, “me adherí a otras siete más, así como puntos de acuerdo diversos”, añadió asimismo, que el trabajo en comisiones no fue menos demandante, en la Comisión de Seguridad Pública se turnaron 19 asuntos para dictamen y 68 proposiciones de las cuales 22 fueron aprobadas, de la Comisión de Desarrollo y Conservación Rural, Agrícola y Autosuficiencia Alimentaria se sostuvieron nueve reuniones ordinarias; se presentaron 18 iniciativas de ley y 29 proposiciones.
Igualmente puntualizo, exhortamos al Gobierno del estado de Michoacán a difundir la información relacionada con las acciones y resultados de seguridad pública que se han implementado durante esta administración con el propósito de elevar la capacidad de gestión de los diversos niveles de gobierno y de autoridad.
Se exhorto también a diversas secretarías del Estado Mexicano a establecer mesas de trabajo con organizaciones sociales, organizaciones productivas y diputados federales, para atender y dar solución a la problemática que enfrenta el campo mexicano y se solicitó al gobierno de México a través de la Secretaría de Salud, que haga del conocimiento público los diagnósticos, estadísticas, estrategias y medidas implementadas para la prevención de los embarazos en los adolescentes. Así se establezca un plan emergente de salud con transversalidad institucional, donde se incorpore una visión integral, amplia e incluyente del problema.
Recientemente agregó, “acudí a un encuentro conjunto de la Comisión de Medio Ambiente y Turismo con la de Agricultura, Ganadería y Pesca en Guatemala al Parlamento Latinoamericano y Caribeño (Parlatino) en representación de la 64 Legislatura, Organismo que tiene como propósito mediar en los conflictos regionales, y ser un defensor de los principios de integración, no intervención, y autodeterminación de los pueblos
En este trazo político las adversidades se han superado satisfactoriamente, con la cimentación de nuevos basamentos legales, hoy las reformas constitucionales en materia de seguridad pública con la Ley de la Guardia Nacional y del Uso de la Fuerza, la de Educación que garantiza el derecho de acceder al sistema educativo de nivel inicial hasta la universidad; la Ley de Extinción de Dominio; la Ley Orgánica de la Fiscalía General de la República, la Ley de Paridad de Género, que aspira a una plena justicia constitucional.
Como integrante del Grupo Parlamentario del PT y diputado del Distrito 12 de Apatzingán, me queda claro en la agenda parlamentaria comprometida, que compartimos una visión de cambio y de una auténtica alternancia del poder que transite al de una élite al del poder popular.
E hoy real emergió un nuevo momento, un futuro construido con las voces, los pasos y la voluntad de los que desean una promisoria justicia.
Hoy, la corrupción y la impunidad son el alfa y el omega que detonan la recurrente crisis en materia de seguridad pública y la apuesta del gobierno federal y de la 64 Legislatura es revertir esta lastimosa era donde las libertades públicas de los ciudadanos, se encuentran reducidas y cooptadas por la amenaza de los que socavan la paz pública.
Uun hecho, que no deseo omitir por su trascendencia, que confirmó la vocación demócrata del PT y los aliados fue que se cumplió con la ley y con el acuerdo de que el PAN asumiera la Presidencia de la Mesa Directiva de la Cámara de Diputados, esto fue una consecuencia del amplio criterio de los que hoy forjamos la nueva patria.
En su mensaje político, el Legislador Federal uno de los más productivos del Congreso de la Unión, dijo, “ha sido un honor representar al pueblo y al Distrito 12 de Apatzingán y de legislar para los michoacanos, darle otro sentido al quehacer de la política; para el bienestar del pueblo de México, no para el servicio de una minoría”.
“Como integrante del Grupo Parlamentario del PT mantendré con firmeza el propósito de recuperar a la nación para el pueblo de México, aún nos falta una agenda parlamentaria con mayor amplitud, la vieja cultura política nos ronda, pero no como un fantasma sino como una arraigada costumbre del poder. Podemos edificar otro sistema político y en este proceso de cambio social podrán acusar de retrocesos, pero México no volverá al pasado; porque el primero de diciembre no fue un punto de llegada sino un punto de partida y este trazo político lo decidió el pueblo de México; sin ataduras hagamos posible el México de la justicia y un México para todos”.
